That, invariably, indicates you haven't followed the instructions....
try again...

" The zip file contains two files which must be saved to the same directory
(one can use the Desktop). Then open WMUtil.exe to start the program."

This'll fix it if you follow the instructions....
http://www.oehelp.com/WMUtil/Default.aspx

You should also apply this fix afterwards...
http://support.microsoft.com/?kbid=941090

And give serious consideration to removing the most likely cause,
Norton or McAfee antivirus software, if you are one of their victims.

No you don't. They just have to be in the same place. They don't have to
be on the desktop.

A fix as been released by M$ to resolve the problem of undeletable mails:

"Messages may be stuck in the Outbox when you use Windows Mail on a computer
that is running Windows Vista"

http://support.microsoft.com/default.aspx/kb/941090

It works for all folders.

The newsgroup to which you posted is dedicated to supporting the
Windows Mail program. You will get more help by posting that issue
in the Windows Live Mail newsgroup:

http://www.microsoft.com/communities/newsgroups/list/en-us/default.asp...g=micro
or via your news reader: news://msnews.microsoft.com/microsoft.public.windows.live.mail.desktop

>I just bought 2 identical Dell desktops with the new i7 processors and Windows 7. I didn't think I would like 7, I loved XP, and HATED Vista, but after a very short time, I really REALLY like 7! The only problem I have encountered (and I see a lot of people on the net have run into the same one, with no working solution) is that a few emails that come in on Windows Live the (email system on 7, as you can't load Outlook Express on 64 bit platforms) can't be deleted.
>
> You get an error message that there is an unknown error, and the email cannot be moved. Nothing you do works. Delete doesn't work, nor does moving it to another folder, etc. Out of pure frustration, I highlighted the offending email, and tried to drag it somewhere else on the page. Of course, I got the universal round circle emblem with the line through it, but after that I could hit "delete" and the email was gone!
>
> I had 3 emails do this, and it worked every time! Now its not getting this error anymore! I checked back online and found others had encountered this with the Vista OS as well. I bet the same solution will work there too. Just a heads-up. Hope it helps.

If you really mean "Outlook" you are in the wrong forum. This forum
(newsgroup, actually) is for the Windows Mail program.
You are more likely to find Outlook experts here:
