I have recently installed Vista Ultimate 32 bit on my computer.
I also installed my bookeeping software "Cashflow Manager" which I need for
my business accounts.
I can open the program but when I select to open existing file I get the
flag "Run-time error '75 Path/file access error"
When I click on "OK" the program closes. I get the same result when I open
the program and try to restore a backup from my USB flashdrive.

Contact Cashflow Manager's tech support for help with their program.
They will know if it is compatible with Vista and what to do if it isn't.

Run the program with administrator rights, right click the shortcut for that
specific software and select from the context menu "Run as administrator".
That's all!
