There are a number of ways to accomplish this. The easiest is having the
application installed on both machines and either saving the file to the XP
machine of saving to a flash drive and loading the file on XP to print.
If the association is correct on XP you can just drag the file to a printer
shortcut which will launch the application and print the document.
According to HP, the driver for the PSC 950 is included in Vista. Are you
connecting the printer to a USB or LPT port? If LPT port see if adjusting
the BIOS port configuration gets this device printing.
